Flagstaff Tow Truck Driver, Who Killed A Bicyclist After Hitting A Group Of Riders In 2021, Was Sentenced Tuesday

The Flagstaff tow truck driver, who struck and killed a bicyclist and injured five others, was sentenced Tuesday in a Coconino County Superior courtroom. Sixty-three-year-old Normand Cloutier was arrested after the accident killed 29-year-old Joanna Wheaton of Flagstaff, and injured others after he collided with the group on May 28th, 2021 at the intersection of Butler Avenue and Beaver Street. He was charged with death by a moving violation at the time. Then in October of 2021, ten additional charges of sexual exploitation of a minor were added to Cloutier after thousands of sexually explicit images of people under the age of 18 were found on his phone during the investigation of the crash. Cloutier accepted a plea deal last year, where he pleaded guilty to five charges, which included negligent homicide in the bicycle crash and sexual exploitation of a minor in the two separate cases. He was sentenced to six years in prison for the crash and 17 years on the exploitation charge. The sentences will run concurrently.
